The large Chromalight hour markers and hands emit a long-lasting blue glow, providing excellent legibility in dark conditions. The watch features an instantaneous date in apertures with unrestricted rapid-setting and stop-seconds for precise time setting. The 18K stainless steel and black ceramic unidirectional rotatable 60-minute dive-time scale bezel, with silver-toned Arabic numerals every ten minutes, is both functional and visually striking. The numerals and indices are molded in ceramic and colored with precision. The timepiece is equipped with a stainless steel screw-down crown using the Triplock triple waterproofness system and a screw-down stainless steel case back. The Rolex Ringlock System case incorporates a Helium escape valve on the side of the case at 9 o'clock.

Powering the Sea-Dweller 4000 is Rolex's caliber 3135, a self-winding mechanical movement developed and manufactured entirely by Rolex. This movement is a certified Swiss chronometer, having successfully passed the rigorous tests of the Swiss Official Chronometer Testing Institute (COSC). The caliber 3135 is equipped with a Parachrom hairspring, providing enhanced resistance to shock and temperature variations. It features bidirectional self-winding via a perpetual rotor, and the mechanism oscillates at a frequency of 28,800 vph (4 Hz).
